River Ave. Bridge, a floating pipeline marked every 500 feet with round orange buoys will extend upriver to the placement area. During rough sea conditions, a yellow pipe pontoon (25 ft x 8 ft x 6 ft) displaying two flashing lights on each end from sunset to sunrise will moor outside the navigable channel. The dredge BARRY J will monitor VHF-FM channels 16, 18, and 73.
